The Tide Spy disguised as the imposter butler was responsible for managing the Visitor’s Area and rarely entered Fagen’s living area.
But this housekeeper was different.
He stayed in the living area for a long time, taking care of Fagen’s daily life.
He was the person Fagen trusted the most.
